i think if you're religious, it's more meaningful to have a minister, priest, etc. but i think if you're non-religious, then a friend or family member is more meaningful than a random county official. i've known some really beautiful ceremonies done by friends of the couple. :)
It's preference, I suppose. If you're religious, you could always have a pre-wedding "wedding" (if that makes any sense). But if it just an official doing it - well, that's what a marriage licence is for, right?
